The "IT Design" department implements the goals and requirements of the city administration with information and communication technology.
The specific range of tasks of the vacant positions is the joint introduction of strategic process management with the Office of Human Resources and Administrative Management.
In doing so, you will work with Organizational Development to establish the necessary framework conditions for the permanent implementation and safeguarding of a corresponding service. Here, you will contribute your digitalization expertise to the modelling of the optimized target processes.
YOUR FUTURE TASKS:
You- introduce strategic process management together with the Office of Human Resources and Administrative Management and, in doing so, establish the necessary framework conditions for the permanent implementation and safeguarding of a corresponding service together with Organizational Development.
- are responsible for the leadership and management of department-related and cross-departmental as well as city-wide IT projects, in particular with a focus on joint projects with organizational development in the field of process management.
- are responsible for the planning, procurement, testing and implementation of the (technical) infrastructure in the context of the respective solution design for process optimization.
- carry out requirements management: This means recording and specifying the requirements of the departments/clients, developing solution concepts, identifying and implementing synergies and opportunities for business process optimization.
- the planning and development of a city-wide process management training program.
- the creation of city-wide standards (e.g. a comprehensive process management manual or work aids).
- the creation of framework conditions for the project-related provision of external consulting resources.
YOUR PROFILE:
You- have successfully completed a relevant (technical) university degree in a subject area relevant to the task (e.g. computer science or business informatics)
- have proven equivalent skills and experience.
WHAT ELSE IS IMPORTANT TO US:
You- have knowledge and experience in process recording, analysis, modeling and documentation.
- have knowledge and experience with process modeling tools (ideally ADONIS-Suite).
- have experience in the implementation of projects, in particular project management methods and activities (preferably in IT projects)
- have the ability to present technical issues in an understandable way
- have an interest in new, modern information and communication technologies
- are able to act independently and on their own responsibility and have negotiating skills and a confident manner.
- are service-oriented.

WE OFFER YOU:
A future-proof and permanent employment relationship with all the benefits of the public sector with regular weekly working hours of 39 hours for employees or 41 hours for civil servants. Part-time and full-time employment is possible.
Remuneration is in accordance with pay group 11 TVöD (collective agreement for the public sector). The monthly salary range in pay group 11 (TVöD-IKT) is between 4,032.38 euros (experience level 1) and 5,975.19 euros (experience level 6).
Your professional experience will be taken into account when assigning you to the experience level within the pay group, insofar as this is possible under collective bargaining law.
Civil servants are paid according to salary group A 11 career group 2 LBesG NRW (Landesbesoldungsgesetz für das Land Nordrhein-Westfalen, formerly gehobener Dienst).
