Location: Office of Human Resources, Regional Administrative Headquarters, Kaiserslautern, Germany (on-site 4 days a week)
The HR Generalist reports to HR Leadership and is responsible for providing first level HR lifecycle support to business leaders and employees while ensuring the highest quality of customer service for staff and faculty. The HR Generalist is responsible for supporting these stages of the employee lifecycle: employee recruitment, employee relations, employment data entry, maintenance, and validation in the systems of record, termination, and offboarding.This role may be cross trained in other HR areas and assist as needed.
SPECIFIC RESPONSIBILITIES INCLUDE:
- Administer human resource policies and procedures for all company personnel; assist in the implementation and interpretation of personnel policies and procedures
- Educate and train first line Supervisors, Managers, and Directors, on established human resources processes and policies, such as interviewing, hiring, promoting, disciplinary actions, timely separations, attendance, etc. to ensure compliance with Government Contracts, UMGC policies, and state of Maryland and Federal Laws
- Handle first-level employee relations matters, including performance management, documentation and conflict resolution
- Work with all business leaders as an employee advocate to ensure that company practices are consistent with the core company values of building trust, respect and fairness when interacting with all employees
- Coordinate with the stateside recruiting team to administer high quality and consistent employee recruitment practices to include posting job announcements, tracking and screening applications for employment, assisting hiring managers with interview and selection process, and general communication with all applicants
- Assist with HR project management and process improvement
- Coordinate employee sponsor assignments for each onboarding event including new hires and transfers
- Assist the Director, HR Operations with the administration of cyclical processes to include award programs, annual employee performance review process, and employee service awards
- Conduct HR communication outreach to include new employee and new Site Lead and Manager trainings and maintenance of HR pages on various websites (e.g. intranet, and internet)
- Compile various human resources-related reports as required including assisting in evaluation of reports, decisions, and results of departments in relation to established goals
- Maintain knowledge of legal requirements and government reporting regulations affecting human resources functions and ensure policies, procedures and reporting are in compliance
- Create employment records, maintain an organized digital filing system, and assist entering/updating HR data in the systems of record and other databases for employees
- Work with payroll offices in all divisions to ensure the integrity and timeliness of employee payments
- Monitor and maintain office e-mail accounts and respond to all inquiries
- Manage the daily administrative office tasks
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of the department and services performed.
- Assist the Director, HR Operations with special projects.
- Perform other job-related duties as assigned
OTHER RESPONSIBILITIES MAY INCLUDE:
- Perform HR Logistics tasks to include, but not limited to, requesting and submitting individual logistical support documents, country and theater clearances, Letters of Authorization, base passes, and travel
- Assist the Associate Director, HR Systems with processing faculty pay (scheduling corrections, longevity, contract generation, hires, transfers, terminations, etc.) and provide HR support for all faculty pay issues
- Serve as the Alternate Contracting Officer's Representative (COR) Liaison
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor's degree in Human Resources or related field from a U.S. regionally accredited institution or foreign degree equivalent
- Two (2) years of experience in HR administration
- PHR, SPHR, GPHR or similar certification or ability to obtain certification within 12 months
- Experience with Workday, People Soft, or other HRIS
- Efficient, focused, well organized, and high attention to detail
- Ability to meet deadlines and work well under pressure
- Excellent written and verbal communication skills
- Computer literacy with an intermediate understanding of computer software (especially MS Word and Excel)
- Ability to adapt to changing short-term priorities while consistently supporting and contributing to the achievement of long-term goals
- Ability to work well under pressure in a fast-paced work environment
- Discretion, confidentiality, and the ability to represent the University effectively in a high visibility office
- Possess a demonstrated ability to apply specialized and general knowledge in everyday work situations while utilizing independent judgment to perform assigned duties
PREFERRED EDUCATION AND EXPERIENCE:
- Master's degree in Human Resources or related field from a U.S. regionally accredited institution or foreign degree equivalent
- Three (3) years of experience in HR Administration
- Experience with ILS administration
- SPHR/SHRM-SCP, GPHR, or equivalent HR certification
