Your team

You will be part of the Compliance and Governance Division in the Directorate General Secretariat. Our Division, which comprises 17 members of staff, helps the Executive Board and the Chief Compliance and Governance Officer to protect the integrity and reputation of the ECB by promoting ethical standards of behaviour within the institution and strengthening its accountability and transparency.

We are currently reviewing our ethics rules, establishing processes to protect against retaliation, consolidating our procedures for the disclosure of ECB documents and developing internal processes governing the management of conduct risk.

You will join a team of people who are responsible for (i) developing and implementing the ECB’s ethics regime and its document disclosure framework and conducting regular reviews to ensure that these remain up to date, (ii) taking the necessary steps to promote and monitor compliance with the ECB’s ethics regime, including the provision of ongoing training, (iii) supporting the enhancement and harmonisation of ethics and compliance standards within the Eurosystem and European banking supervision, (iv) coordinating requests and queries received from the European Ombudsman and (v) contributing to the consolidation of internal business rules.

Your role

As a Compliance and Governance Analyst, you will:

  • conduct legal and/or risk assessments looking at ethics, governance and transparency related issues;
  • contribute to the Division’s annual reporting, including data analysis and fact finding;
  • prepare replies to enquiries, requests for ethical advice and document access requests, and follow up on European Ombudsman cases/queries concerning complaints against the ECB;
  • establish and maintain database infrastructure templates and manuals, and support the development of analytical tools;
  • organise and provide ECB-wide outreach and training sessions (and regular refreshers), in order to promote integrity and good governance, awareness of related rules and standards across all areas of the Division’s activities, and understanding of and compliance with those rules and standards.

Qualifications, experience and skills

Essential:

  • a bachelor’s degree or equivalent in a relevant field, such as ethics, law, public administration, HR or social sciences (see How you can join us for details on degree equivalences);
  • in addition to the above, experience with the drafting of legal assessments, fact finding or the monitoring of risks in respect of ethics provisions, governance standards and the implementation of a document access regime which has been obtained at the ECB, a national central bank or competent authority, an EU institution/body or another international public organisation;
  • proven skills in relation to digital projects and change management;
  • an ability to work independently with minimal supervision;
  • excellent drafting and communication skills and an ability to convey complex information in a clear, simple and concise manner;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • a clear understanding of the mission, tasks and responsibilities of the ECB;
  • excellent knowledge of the ECB’s confidentiality, access to documents and transparency regime and its ethics rules and provisions;
  • awareness of recent trends and best practices in relation to ethics, transparency and governance-related matters.

Further information

The contract offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
