Summary
HII-Mission Technologies is currently seeking an experienced Exercise Planner with specific subject matter knowledge of US and Coalition Intelligence, Surveillance, and Reconnaissance (ISR) capabilities in Ramstein, Germany. This Exercise Planner will provide input to the USAFE-AFAFRICA/A2 security cooperation program by working closely with USAFE-AFAFRICA directorates and staff, NATO, and USEUCOM.As a planner this individual will help synchronize and shape events that build upon existing and future partner ISR capabilities.
Essential Job Responsibilities- Serve as a senior facilitator for exercise integration with the US, its allies, and partners. This includes exercise locations and partnerships in both the European and African areas of responsibility (AORs).
- Serve as the Subject Matter Expert (SME) for all exercise programs that full within the purview of Coalition/Multinational ISR operations. Additionally act as SME for planning, organizing, and coordinating GEOINT initiatives.
- Travel to and support exercise planning events and conferences, participate in exercises when required, and provide post exercise analysis and debriefs.
- Conduct detailed and thorough research in support of specific exercises and exercise operations. Research and apply lessons learned to scenarios.
- Must build familiarity in previous and emerging Tactics, Techniques, and Procedures (TTPs) and provide input to the development of the Master Scenario Event List (MSEL) and other simulation control injects.
- Work directly the with system support personnel for US BICES to establish cross-domain solutions for ISR communications, ISR products, and other types of data and information.
- Continuously improve upon existing solutions that integrate European ISR capabilities.
- Directly work as a planner with staff elements of all levels to ensure exercise collection activities are focused, and that all requirements and procedures are met.
- Evaluate activities and provide post-event written assessments of the effectiveness of planned coalition ISR activities. This includes providing suggested changes and improvements to the existing TTPs.
- Provide expertise and guidance as it relates to NATO-releasable intelligence products. Where applicable submit for legal review or exceptions to policy to provide more realistic or more detailed training materials and scenarios.
- Understand and utilize requests for information (RFIs) or similar processes to support exercise planning and execution.
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; or High School Diploma or equivalent and 9 years relevant experience.
- A minimum of 2 years' experience in the Intelligence Community while serving as an Exercise Planner. Preference will be given for recent experience with NATO, coalition, or other European partner-nation training.
- Excellent communication skills, both verbal and written. There will considerable dialogue with senior military and civilian leadership.
- The ability to develop products, briefings, white papers, and other key documentation for leader and senior leader use.
- A professional knowledge of intelligence databases, imagery sources, hardware, software, security process, and other areas that lend to quality exercise planning.
- Must be able to work in a team environment (internal to Coalition ISR Integration Branch, external to joint and combined team)
- Must be able to travel when required (up to 3 weeks at a time).
- Must be able to receive TESA approval.
- Clearance: Must possess and maintain a TS/SCI
- At least 2 years' experience as a member of a Combatant Command (CCMD) HQ or Component Command HQ staff.
- Multi-theater operational or senior staff (CCMD and/or Joint Staff) experience desired if candidate has no
- USEUCOM or USAFRICOM AOR staff experience.
- Proven ability to organize and manage several projects at once.
- A strong background in a US military intelligence discipline or a history of service with another US government agency having a related intelligence or ISR focus.
- A willingness to continue learning and improving, sometimes in the context of assuming new responsibilities or duties.
- A desire to teach, coach, and mentor supported individuals and teams.
